The FED executes its grant programs, publishing initiatives, and consulting assignments with a core staff group, a network of experienced consultants and advisors, several strategic partners, and a supportive network of volunteers.

The FED has established a network of senior consulting officers with executive, management and technology know-how needed for building a government and commercial contracting-based business. This group has hands-on experience in a wide range of fields, including energy systems, environmental technology, security, defense programs, shipping and transportation systems and infrastructure, telecommunications, information systems, and healthcare.
The FED relies on individuals who graciously donate their time on both a regular or ad hoc basis. These volunteers are involved in the following key areas essential to the attainment of FED mission:
- Support the publishing program to promote ideas of innovation, entrepreneurship and employee ownership by spreading the word and assisting with publication promotional events
- Provide input to FED management on grant program to ensure that awards proactively foster the advancement of employee ownership and innovation
- Assist the FED staff in operational tasks to sustain the day-to-day administration and deploy continuous enhancements to the infrastructure
